To realise our Roadmap's ambitions, the Chief Data Office (CDO), within Defra's Science and Analysis group, offers an exciting opportunity for a Data Strategy Delivery Manager within its Strategy and Engagement team. The role will support our vision by managing Defra Group's delivery to the 2030 Data and Information Strategic Roadmap, and support associated reporting, secretariat and engagement activities.

Job description

You are responsible for the tracking and monthly reporting of the Roadmap's delivery performance to the Chief Data Office (CDO) Data Governance Board and other committees as required. This means collecting established and developing new performance metrics; both qualitative and quantitative to undertake assessment, synthesis and analysis of delivery success measures and emerging risks.

You will be expected to work with delivery heads, leads, and their managers across Defra's core departments and its Arms Lengths Bodies (ALBs) to achieve the Roadmap's delivery ambitions. The manager will use their experience to innovate, improve and build on initial reporting processes.

The role is expected to run both the Defra Group's Data Strategy Committee and Data Governance Board Secretariat function.

You will also work with the Data Strategy Lead to annually gauge Defra Group staff views and needs for data and information management through the annual engagement survey and assist in the annual refresh of the Roadmap yearly delivery programme, as part of the wider Data and Information strategic Roadmap delivery.

Person specification

Person specification and experience in:

  • Life cycle management: consulting and collaborating across complex delivery environment where priorities could change. 
  • Maintaining delivery momentum: communicating and influencing teams for which there is no direct managerial control, assessing workloads, priorities, and risk identification and its management. 
  • Making processes work: implementing and improving programme and project reporting taking a data driven approach using smart tools such as power BI and Power Automate to add value and reduce reporting burden. 
  • Planning: lead continual planning towards long term delivery goals. As complexity increases; identifying service dependencies to coordinate delivery. 
  • Mentoring and support: providing leadership and guidance to leads around planning, processes, and managing the delivery lifecycle. 
  • Team dynamics and collaboration: proactively identifying issues, working with teams to manage responses and required decisions. 
  • Service management: Working with Roadmap stakeholders to set priorities, objectives and timescales, respond to customer feedback, and communication to stakeholders with diverse interests. 
  • Experience of delivering to data strategy, data governance and a curiosity to learn new ways of reporting beneficial.

Specific Responsibilities:

  • Assume overall responsibility for monthly and quarterly Roadmap Delivery progress.
  • Run and co-chair delivery meetings on a weekly basis.
  • Develop reporting content based on understanding and analysing user needs.
  • Build relationships and influence stakeholders across Defra group to support delivery reporting.
  • Manage known and identify emerging delivery risk; deconflict priorities as required.
  • Support delivery teams to work collaboratively and identify interdependencies.
  • Apply innovative ways of working to streamline reporting and data capture.
  • Mentor and provide professional leadership to delivery teams.
  • Provide the secretariat support for the monthly Data Governance Board and the quarterly Data Strategy Committee; advise and brief both Chairs.
  • Support and analyse the annual Defra Group state of data and information survey and its results.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
