Job description

DIO Permanent Joint Operational Bases (PJOBs), provides Facilities Management (FM) through a mixture of delivery solutions on behalf of the customer across Cyprus, Gibraltar, Falkland Islands, and Ascension Island. 

This Senior Estate Facilities Manager (SEFM) position is based at Mount Pleasant Complex on the Falkland Islands, within a joint services environment. The delivery of Hard and Soft Facilities Management services on the Falkland Islands is through the Infrastructure Support Provider (ISP) contracts and this position has the responsibility for overseeing this contract for service delivery at Mount Pleasant Complex and all other Ministry of Defence (MOD) locations across East and West Falklands.

The position will also be required to manage a team of up to five DIO FM and Business Support staff, and to provide key relationship management across a wide group of internal and external partners to deliver DIO outputs on the MOD estate in support of Military Capability. The role also has line management and mentoring responsibilities for the Higher Executive Officer Estate Facilities Manager (EFM) and Soft FM position. The position reports to the DIO Area Manager (Grade 7).

The SEFM role provides vital hard FM support to the MODs most southerly military base.  The South Atlantic is a particularly challenging environment and provides valuable experience gaining opportunities for delivery in a remote location.

This is a challenging post and brings the opportunity to deliver high profile works on a busy and complex overseas estate that includes an airport, maritime port and an environment where all utilities are generated and managed by the DIO.

Responsibilities 

  • The SEFM will assure the Area Manager (AM) that the Infrastructure Support Partner (ISP) has provided all agreed core contract deliverables, to a standard defined within the contract KPIs, ensuring a safe, legally compliant & fit for purpose Military Estate.
  • Assure and facilitate the delivery of all statutory and mandatory pre-planned, response and remedial maintenance, supporting command capability though the delivery of contracted outputs.
  • Working in collaboration with our Industry Service Partner to deliver continuous improvement and excellence in service delivery.
  • Management of budgets and exercise a delegation of £50k for remedial works ensuring that financial probity and appropriate use is maintained.
  • Oversight of the planned preventative maintenance programme to assure that the industry partner is taking all appropriate steps to ensure that the British Forces  South Atlantic Islands (BFSAI)estate is being maintained to the correct statutory and mandatory requirements.
  • Provision of expert advice and support to the customer and end-users on all estate matters including asbestos and Legionella management.
  • Chairing Site Infrastructure Meetings (SIMs) and actively participating in monthly Performance Review and Contractual Performance meetings.
  • Use risk management techniques effectively to ensure that the Area Manager (AM) and Head of Establishment (HoE) are aware of any infrastructure risks around the estate.
  • Line management responsibility for a team of five FM and business support staff made up of military, Civil Service and Locally Employed Civilians.
  • Taking an active role as the BFSAI lead Core Contract activity person within the DIO Area Managers Senior Management Team on island.
  • Provide support to the Overseas Prime Contract (OPC) team and AM throughout the development, contract award, and work closely with the successful bidder and key stakeholders in the transition and mobilisation of the OPC.
  • Deputise for the AM in their absence.

Essential

   Full UK Driving Licence.
