Job Description

Location: This role can be based in London, Manchester or Bristol.  With the potential for travel both in the UK and Internationally.
 
The new Government Digital Service (GDS) was announced as a key pillar of Deprtment for Science, Innovation and Technology (DSIT) work by the Secretary of State (SoS)earlier this year, as a catalyst for the digital transformation of public services. GDS is responsible for setting, leading and delivering the vision for a modern digital government. It exists to serve departments and the wider public sector and will be the home of specialist expertise in digital service design, AI and other areas.
 
Public sector AI adoption is a core part of the activity GDS will deliver to create an efficient and productive public sector. As outlined in the AI Opportunities Action Plan, AI has enormous potential for the Civil Service and the citizens it serves. It will give us the reach and potential to improve lives, drive economic growth and increase productivity.
 
We must harness this by integrating AI safely and securely within the design and delivery of public services. What's more, we have a unique opportunity to demonstrate the use of AI in line with public values to promote equity, fairness and transparency. The public sector can role model the responsible use of AI and seek to partner with innovative UK AI companies in the process. The Incubator for AI (i.AI) is an agile technical delivery team within that builds AI tools for use across the public sector. Its mission is to harness the opportunities presented by AI to improve lives, drive growth and deliver better public services.
 
The successful postholder will manage the executive team of i.AI, and report to the Director General, Digital Centre Design. We expect the postholder to act as CEO of this team and so needs to be able to provide leadership on all elements of running the business, including ensuring that the team thrives within government.

Overview

This is a senior leadership role in the Incubator for Artificial Intelligence (i.AI), leading this growing and innovative team, working at the heart of the UK government's ambitions on AI adoption. 

To succeed in this role, you need skills that cover the technical delivery of excellent AI products, working effectively in UK government, and running an innovation team. This encompasses the breadth of experience required to effectively run this team - it is a hugely exciting but challenging portfolio, where the goals of the team may sometimes be in conflict with one another.

This will be a dynamic and changing brief, given the rapidly evolving nature of AI in government, and the enormous appetite for change from Ministers including the Department for Science, Innovation and Technology (DSIT) Secretary of State and the Prime Minister.

The Incubator for AI are an exciting and innovative team, who are looking for change makers who want to challenge how government operates, leading from within, and driving enormous impact through harnessing the power of AI for the public good.

Key Responsibilities

As Director, Incubator for AI, your main responsibilities will be:

  • Delivering impactful AI solutions for government: This role is the Senior Responsible Owner for all of i.AI's work and is ultimately responsible for ensuring that the portfolio of work delivers on the mission of the team. This includes prioritisation of work to meet Ministerial and Government needs, adapting plans based on technological developments, oversight and challenge of the team's approaches, and championing the work of the team to ensure a healthy pipeline of work. 
  • Leadership: i.AI will be a team of around 80 FTE, including a large number of technologists who have joined to work in government for the first time. The Director role is a leadership position, tasked with setting direction for the team, inspiring our people and creating a thriving culture. You will manage senior leaders from across many disciplines, ranging from AI engineering to product management to service design. 
  • Innovation methods: This team is specifically constituted to deliver rapid technical prototypes of AI solutions. The Director will play a crucial role in ensuring the team uses best practice methods for innovation and delivery, drawing from approaches across a range of relevant sectors such as technology, social innovation, venture building and more.
  • Corporate leadership: i.AI is part of the Government Digital Service (GDS), and as a senior civil servant, this role will include representing the work of i.AI in key forums such as with Ministers, senior leaders of GDS and DSIT, and representing the needs of the team in cross government processes such as spending reviews and so on.

Person specification

Within your CV and Statement of Suitability, it is important that you give evidence and examples of proven experience of each of the following essential criteria:

  • Experience of leading a complex technical delivery team in either the private sector, academia, the third sector or government in a high performing and fast paced environment. This includes demonstrable effectiveness with senior stakeholders such as C-suite executives, board members, ministers or other senior stakeholders.
  • Excellent communication and written skills, with a proven track record of influencing effectively as the leader of a medium sized team. You will have the ability to engage Ministers and Permanent Secretaries with ease and represent the team externally at events. 
  • Experience of working with external business partners/collaborators to drive change within complex organisations, ideally with stakeholders relevant to the mission of i.AI.
  • Demonstrable ability to work as a T-shaped leader, with skills across all key disciplines relevant to the seniority of this role (Finances, Operations, People, Infrastructure, Product, Strategy). 
  • An empowering leader who sets a clear strategic direction to deliver key priorities through teams and with a track record of motivating and developing successfully leading diverse, high performing teams. 

Experience of any of the following would be beneficial but not essential:

  • Direct experience leading an AI start-up, venture capital, consultancy or incubator style team.
  • Ability to code, for example in Python, and ability to quality assure products at a technical level. 
  • Experience in setting up new teams, establishing good ways of working and effective partnership models.

1. Shortlist

Sarah Pittam - a Civil Service Commissioner, will chair the process. The Civil Service Commission has two primary functions:

  • Providing assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition. 2. Discussion with DSIT Secretary of State

Shortlisted candidates may be invited to meet Secretary of State for DSIT prior to the final interview. A Civil Service Commissioner would attend any discussion. These will be informal discussions and are not part of the assessment process.

3. Interview

Shortlisted candidates will be invited to attend a panel interview to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification and following success profiles behaviours:

As part of the process there may be assessment of skills either by a presentation or simulated exercise with follow up questions. Full details of the requirements will be given to shortlisted candidates ahead of their interview.
