This is an exciting opportunity to lead JIOs Insights Hub and expand our use of technology to deliver the greatest insights from data at all levels of classification.  We are seeking a technologist with the experience, expertise and a track record of delivery in technology innovation.

About the JIO

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC) and the Foreign Policy and Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

Our work covers, and goes beyond, traditional national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

Working at the heart of national security, you will lead and inspire talented teams of specialists to deliver new sources of insight for intelligence assessment and support DD Digital Transformation in delivering the digital transformation JIO will need to generate the real value that technology innovation will bring.

If your application is successful, you  will:

  • Lead and inspire talented teams of specialists to deliver new sources of insight for intelligence assessment - including insights from data, visualisation and open source.
  • Oversee a range of specialist projects across data analysis and data science; graphic design; academia and private sector outreach; and crowd forecasting. All of which will draw on new forms of technology.
  • Create a culture of innovation by enabling specialists to adopt and embed solutions and services that enrich our intelligence assessments, and our day-to-day operations.
  • Build strong partnerships with JIOs technology and transformation partners, both inside Government and out. Working with the new Deputy Director for Transformation, Innovation and Insights, you will ensure JIOs digital requirements are included in the UK Intelligence Communitys (UKIC) digital transformation programme (DTX). This will include rolling out new platforms across the JIO, and identifying ways in which to leverage higher classification data analysis for strategic assessment.

You will have the skills or be able to demonstrate the potential to lead a team of technical experts to deliver innovatively in a fast-paced environment.  You will be able to demonstrate an ability to set a culture which values, diversity, inclusion and empowerment, creating an environment that celebrates success but also embraces a willingness to learn fast thus supporting innovation. 

You will be a dynamic and self-starting individual who is comfortable setting the strategic direction for your team and spotting opportunities to deliver genuine technology transformation and will be able to inspire and empower your team to do the same.

The following skills are essential for the role:

  • Proven track record of delivery in technical leadership roles;
  • Experience of leading multidisciplinary technical teams to deliver as part of a collaborative endeavour;
  • Excellent communication skills; with a clear demonstration of an ability to communicate often complex technical detail to colleagues and leadership at all levels

The following skills are desirable for the role:

  • Experience of delivery technology transformation in government or in an analogous environment.
  • Technical experience and expertise (whether demonstrated via on the job experience or formal qualifications) in a field such as data science, data analytics or AI

Alongside your salary of £71,370, Cabinet Office contributes £20,675 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
Annual salary increases will depend upon individual performance and contribution to the organisations success. In addition there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Staff joining on promotion will adopt the modernised terms and conditions of employment which came into force in 2013.

Flexible Working: Flexible working including job-share arrangements may be considered for this role.

Leave allowances: 25 days' paid leave per annum rising to 30 days after five years' service. In addition, full-time staff receive eight public holidays and the Queens Birthday privilege day as well as competitive maternity, paternity, parental and adoption leave.

Crisis working: As the JIO and PHIA are at the heart of national security function for the UK, there are occasionally times where we need to respond to incidents of crisis or critical importance. Staff in any role may be asked to work extended or anti-social hours with little or no notice on such occasions.

Probation: Staff new to the Civil Service will be required to serve a six month probationary period.

Location: The post will be based in Westminster, London. No relocation costs will be available.
