The Department for Environment, Food and Rural Affairs (Defra) is the UK government department responsible for safeguarding our natural environment, supporting our world-leading food and farming industry, and sustaining a thriving rural economy. The role will be based in Defra's central, multidisciplinary analytical team - the Analysis and Insight Division (AID).

AID has a key, strategic role to play in leading on cross cutting issues and ensuring that high quality analysis is driving Defra's strategy, policy and ways of delivering.

The team delivers value in numerous key ways:

Promotes and assures analytical quality across Defra policy areas -supporting the Chief Analyst to ensure the department has robust social science evidence bases and businesses cases, and challenges and supports the Department to promote VFM and accountability.

Leads, co-ordinates and contributes to high quality, impactful analysis to support Defra's strategies, ministerial priorities and cross cutting areas; including representing Defra analytical thinking on cross cutting issues in cross-Whitehall forums and with OGDs, such as Defra's Economic Growth Strategy.

Provides specialist analytical expertise to support teams across Defra and represent Defra on cross government expert forum - this covers behavioural insights, evaluation and operational research.

Job description

The Operational Research (OR) Hub sits alongside teams of economists and social researchers within AID.

We help enable analytical, policy and strategy teams across the Department, to deliver the key priorities for Defra. This ranges from providing a consultancy service for discrete projects derived from individual work areas, to identifying and owning emerging work areas with no established lead, or strategic projects which cut across multiple areas of Defra policy.

The work that the team takes on is varied, interesting and fast-paced, and utilises different OR techniques - from problem structuring through to data science.

The OR Hub looks to respond to a range of demands from across the department. Previous projects include:

  • rapid analyses for crisis response,
  • multi-criteria decision analyses,
  • land use modelling for Net Zero,
  • process mapping of complex policy interventions,
  • analysis and visualisation of the characteristics of the Defra workforce,
  • establishing data pipelines and dashboards for tracking the outputs of Defra Arms-Length Bodies.

These projects have drawn on a range of skills, tools and techniques ranging from Vis Network in R, R Shiny and Python to Excel and softer skills.

The OR Hub is currently made up of a team of seven talented operational researchers, with a supportive team identity.

In terms of the role, you will be working closely with the Head of the OR Hub and the other lead OR analyst to identify strategically important projects that would benefit from OR input. You will play a role in prioritising the work of the whole team.

You will engage with stakeholders to scope out impactful and timely analytical projects. You will manage these projects effectively and provide support and guidance to the junior analysts working on those assignments.

These projects will provide the opportunity to advance your technical skills and develop your creativity in finding solutions to novel analytical challenges.

As a member of the OR Hub, you will also be available to support teams and colleagues across Defra with your OR expertise. In the past this has involved teaching, sitting on steering boards, support for analytical quality assurance, and supporting the OR community.

You will also play a significant role in establishing, testing, and steering Defra's technical data science infrastructure. You will have the opportunity to be an advocate for new functionality and support the integration of new tools into the Defra analytical community.

Person specification

Strong applicants will have a track record of identifying, developing, and delivering challenging and impactful analytical projects; a proactive approach to developing themselves and colleagues; and be comfortable working in uncertainty to find creative solutions to the big questions facing Defra.

Essential Criteria

Candidates must meet the membership criteria for the Operational Research profession (numerate degree at 2.1 or significant experience with quantitative analysis).

  • An experienced operational researcher who can apply relevant techniques to novel problems.
  • Able to communicate complex analytical techniques and conclusions to policy and senior colleagues.
  • Comfortable establishing and maintaining a diverse network of contacts.
  • Able to establish the direction and goals for your work and team in a new area.
  • Enthusiastic about coaching and managing your team to achieve outstanding results.
  • Have experience coding in R or Python, or demonstrate the ability to quickly attain that proficiency.

Qualifications

All candidates must meet the external recruitment requirements for GORS in terms of academic qualifications:
- High numeracy: You must possess a 2:1 or higher numerate degree, or a 2:2 with relevant work experience or postgraduate qualification.
- Highly numerate degrees include Astrophysics, Data Science, Decision Science, Econometrics, Engineering, Mathematics, Operational Research, Physics and Statistics.
- Other numerate degrees, such as Accounting, Biology, Business, Chemistry, Economics, Finance, Geography, IT, Management, Management Science, Psychology, Sociology, Social Sciences and Systems Science, may be accepted if 50% or more of the modules are considered highly numerate.

Interviews are expected to last no longer than 60 Minutes.

Location 

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Merit Lists

Where more than one location is advertised, candidates will be appointed in merit order for each location. You will be asked to state your location preference on your application.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Fixed Term Appointment

Existing Civil Servants and applicants from accredited NDPBs are eligible to apply but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.

This is a Fixed-term Appointment as a Lead Operational Research Analyst. The post requires temporary cover for a period of 12 months, to Cover Parental Leave. This FTA will begin from the candidate's start date and will end 12 months after the agreed start date.
