The Government is determined to improve the condition of roads across England, and has increased funding for local highways authorities this year by almost 50%. With the Government developing an Integrated National Transport Strategy with the local highway, including walkways and cycleways, being placed at the heart of it, this gives us an exciting opportunity to drive better outcomes for people all across the country. 

Overview

The advertised role is to support the Local Highways and Active Travel division ensure that local areas receive the correct payments every quarter, and to facilitate reporting, transparency and accountability. The budget the team works with is in excess of £1 billion/year, so the postholder will be expected to build positive relationships with senior finance colleagues across the department and be diligent with record keeping and reporting.

Key responsibilities include:

  • Arranging quarterly payments to local highway authorities for their maintenance activities, keeping accurate records of payments, and preparing grant offer letters.
  • Fostering a strong relationship with partners in strategic finance teams to help plan and manage payments, supporting departmental and governmental audit processes to help government stay accountable for public money 
  • Management of wider team budgets for research and other activities 
  • Lead the team's engagement with the DfT correspondence unit, and take responsibility for distributing correspondence cases to the right people in the team 
  • Helping draft responses to parliamentary questions, ministerial correspondence and other correspondence, and drafting briefings for ministerial meetings, visits and debates 
  • Provision and development of policy, working with the G7 on local government engagement and assisting in the assessment of incentive initiatives

Person specification

You will need to have experience:

  • Experience of working with finance and accounting templates. 
  • Strong communication skills - both written and verbal - and the ability to draft concise and clear narratives for Ministers and senior officials.
  • Has a good understanding of Microsoft Excel in pulling together spreadsheets and keeping track of payments. 
  • High attention to detail when producing or checking work, such as spreadsheets, written communication, or diaries. 
  • Excellent co-ordination and organisational skills. 
  • Influencing and managing upwards, communicating with authority when engaging with senior stakeholders. 
  • The ability to plan, prioritise and work well under pressure - managing conflicting demands effectively and deal with last minute changes.

A minimum of 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Ability and Experience.

After submission of the first stage of your application you will be invited to complete a Civil Service Numerical Test. If you successfully pass the test, you will be invited to complete the final stage of the application. 

Please complete the online tests as soon as possible (within 24-48 hours is recommended), the closing date for the tests is 23:55 on 19th May 2025. If you fail to complete the online test before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. Our online test supplier will be performing scheduled maintenance between 4:00pm and 7:00pm on 11th May 2025. There will be up to 1 hour during this time where candidates will not be able to access tests.  

All online tests will be affected.

Impact for candidates

Candidates who are taking a test when the downtime starts will have their test paused. They will be able to pick up where they left off after the downtime. They can do this by accessing the test again from their application centre.

Candidates will not be able to launch new tests during the downtime. 

Candidates reporting issues should be advised to return to take the test after 7:00pm on 11th May 2025.

  • Experience in innovative thinking to develop effective solutions. 
  • Excellent ability to quickly assimilate a wide range of information, drawing on the broader context (including economic, political, and social factors) and understanding its relevance to policy-making. This includes exceptional drafting skills for ministerial correspondence and briefings.

Interviews are due to take place week commencing  2nd June 2025.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.
