The Prime Ministers Office enables the Prime Minster to deliver the Governments overall priorities and to communicate the Governments policies to Parliament, the public and international audiences. From the Policy Unit, No.10 Communications Team, Switchboard and Custodians, to the Events & Visits team and the world class Private Office support; the diverse Downing Street team draws on varied expertise from across the Civil Service and beyond. The teams come together to deliver excellent service to the Prime Minister while also making No.10 a great place to work.

The team

This is a critical roles in the Data Science Team (10DS), offering an unparalleled opportunity to develop your career personally and within the Civil Service. You will work across the Cabinet Office and No10 to ensure all decision making is based on the best available evidence and analysis, typically to timeframes of a few minutes to a few weeks.

Formed in mid-2020, 10DS (10 Data Science), has a remit to radically improve the way in which key decisions are informed by data, analysis and evidence.

We do this though:

i) enabling No10 to utilise the best available evidence, and cutting-edge data science throughout the policy and decision-making process, ensuring that the Prime Minister and staff are intelligent customers of analysis, and embedding a culture of evidence-informed policy

ii) provoking positive change across Central Government, through providing challenge and feedback, and collaborating across Whitehall to drive long-term systems change and collectively solve the most pressing policy challenges.

10DS works closely with the Mission Delivery Unit, a team in Cabinet Office supporting the Chancellor to the Duchy of Lancaster and the Prime Minister in driving forward the government's five missions.

Job description

The roles:

We are recruiting expert data scientists to work with 10DS, to work across the Cabinet Office and No10 on critical policy areas and delivery priorities. Current members of the team have provided advice on key decisions related to Transport Infrastructure, Health Policy and achieving Net Zero.

You will design, code and present visually-engaging analysis to inform critical decisions, and ensure that the standard of analytical work is of the highest quality.

You will work closely with departments on their analysis and evidence base relating to the Prime Ministers priority areas. You will constructively engage across Whitehall, building effective working relationships, and engaging with senior stakeholders to champion the value of data science.
You can also expect to actively engage with, and help set the agenda for, the cross-government data science community. 10DS has a programme of technological development, drawing on capabilities in python and cloud computing. 

Main Responsibilities

  • Leading on specific priority modelling and analysis projects, often on complex and rapidly changing areas, working closely with the Policy Unit, Mission Delivery Unit, and departments.
  • Scope and deliver high quality data science and/or engineering directly (i.e. writing code and code review).
  • Present analysis and modelling in visually stunning ways that lands with impact
  • Work with data engineers to map, produce, transform and test new data services, drawing on the most appropriate tools and techniques.
  • Review policy proposals shared by departments and central government teams, advising on the most appropriate methods and metrics for measuring impact, providing in-depth analysis of the robustness of proposals.

 

Person specification

You will be able to competently demonstrate;

  • Potential to have impact with analysis and data science.
  • A strong grasp of how to visualise data to tell a story
  • Python coding skills (if you have exceptional technical skills in other programming languages you are still eligible to apply as long as willing to learn python)
  • Excellent communication skills, including in writing, with the ability to translate complex information into meaningful, easily understood narrative.

Desirable:

  • Familiarity with cloud systems architecture, devops and/or data architecture.
  • Experience with a range of advanced modelling techniques
  • Machine learning and AI expertise

On the job training can be provided, however pay will be commensurate with technical experience.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

Selection process

We will test both aptitude and technical skills as part of selection. If you are successful, then technical performance at interview will be used to judge eligibility for our DDaT allowance (this also applies for existing civil servants). You will be able to use tools you are familiar with as part of technical tests and we are more interested in aptitude and analytical skill than in expertise in particular coding languages. 

The first interview will be a Technical Assessment which will assess the technical competencies and Communicating and Influencing. 

The second interview will be a panel-based interview, which will include blended elements to include assessment of Behaviours and Technical Competencies.
