Opportunities to move to the new Infected Blood Compensation Authority (IBCA)

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service.

Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

We are seeking an exceptional Senior Resourcing Partner to join the dynamic IBCA Resourcing Team. In this fast-paced and varied role, you will lead a passionate team in delivering all aspects of recruitment, from workforce planning to the seamless onboarding of new talent.

Key Responsibilities:

  • Leadership: Guide and inspire a talented team to deliver comprehensive recruitment solutions that align with IBCA's objectives.
  • Strategic Partnership: Collaborate with IBCA stakeholders, providing expert advice to develop resourcing plans that drive the organisation's mission forward.
  • Data-Driven Decision Making: Produce insightful reports and plans on recruitment activities, ensuring an evidence-based approach to workforce management.
  • Collaboration with Stakeholders: Engage effectively with vacancy managers, the Government Recruitment Service (GRS) and external recruitment providers to secure high-quality recruitment outcomes promptly.
  • Workforce Insight: Maintain and enhance robust recruitment and workforce data, establishing regular reporting mechanisms for transparency and continuous improvement.
  • Service Provider Management: Act as the primary point of contact for managing relationships with external service providers, ensuring that all contractual obligations are met, performance standards are upheld, and service delivery is in alignment with organisational goals. Coordinate between internal teams and service providers to resolve issues, monitor progress, and identify opportunities for improvement to enhance overall service efficiency and effectiveness.

Experience and Knowledge:

  • Proven experience in recruitment and talent acquisition;
  • Strong understanding of recruitment strategies and workforce planning;
  • Experience of managing performance and delivery of recruitment service providers;
  • Experience in data analysis and reporting related to recruitment metrics and workforce insights;
  • Flexible and adaptable to changing circumstances within a dynamic environment.

Leadership Skills:

  • Demonstrated ability to lead and motivate a diverse team towards achieving common goals.

Strategic Thinking:

  • Proven ability to think strategically and partner effectively with stakeholders to align recruitment initiatives with organisational objectives.

Additional information

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
