Job Description

DCMS Strategic Finance have three Strategic Finance Managers, and we are currently recruiting for two of these vacancies. The work carried out across these roles include:

  • Annual and Multi-year Business Planning.
  • In-year financial management including reprioritisation exercises.
  • Fiscal event planning and analysis.
  • Medium term financial planning
  • Providing expert advice to teams on Strategic Finance issues
  • Coordinating and leading engagement with HM Treasury on financial issues. 

These are critical roles in the team where you will receive significant exposure to Senior Leadership including the Executive Board and the Delivery and Risk Committee, as well as Ministerial Engagement as we establish the newly focussed Department for Culture, Media and Sport, and deliver a revised Business Planning process for 2024-25.

Our Strategic Finance Managers provide strategic advice and analysis on financial impact, performance and risk to senior stakeholders and through this contribute to the strategic direction of the Department and its 43 Public Bodies. They lead and coordinate the Business Planning process on behalf of the whole Department to set budgets for the years ahead, and reviewing plans on a quarterly basis. 

They work with colleagues in Corporate Strategy, HR and Analysis on Fiscal Events and lead negotiations with HM Treasury, coordinating across the Department and supporting effective relationships with the HMT Spending Team. 

This is an exciting year as we look to begin planning for Autumn Budget and a future Spending Review due in 2024. The Strategic Finance Managers will also be at the forefront of senior discussions as we look to determine the future structure of the newly focussed organisation following the Machinery of Government change.

Person specification

The ideal candidate would have the following key skills and experience:

Essential Requirements 

  • Full or part-qualified CCAB or CIMA accountancy qualification or equivalent (or willing to work towards full qualification)
  • Competent relationship/customer service manager: Experience developing and maintaining excellent relationships with internal and external stakeholders. Can influence, change, and impact decisions through those relationships.
  • Solutions oriented and able to complete work in a timely manner without prompting
  • Advanced proficiency using Microsoft Excel or Google Sheets
  • Strong Organisational Skills: Proven ability to time and workload manage yourself and others. Can effectively triage essential, time critical, and highly important tasks, against others

Desirable Skills 

  • Experience of providing strategic advice to senior leaders and Ministers on complex issues
  • Experience of working with HM Treasury
  • Experience of Financial and Business Planning in a complex organisation
  • Project management experience
  • Experience of financial governance
