Job summary

We have an exciting opportunity within the Data and Cyber Security (DCS) Directorate at UKHSA. As the Business Operations Manager, you will be responsible for providing strategic and operational business support to assist with the efficient and effective running of the Directorate.

Additionally, you will offer strategic advice and support to the Senior Leadership team and manage the administrative functions of the Directorate office.

This role is based at: 10 South Colonnade, London, E14 4PH.

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Job description

The job holder will be required to carry out the following responsibilities, activities and duties:

Operational management/Governance

  • Manage the co-ordination and completion of various directorate submissions for monthly and quarterly business returns (i.e. resourcing & workforce planning, budgetary information, performance updates) and internal audits.
  • Ensure there is effective two-way flow of risk related information up to the Senior Team including a tracking mechanism and escalation process.
  • Actively seek to identify, recommend and implement improvements.

Financial and Resource Management

  • In conjunction with the Directorates allocated Finance Business Partner and Director/Deputies, undertake the annual budget setting review, coordinating the various budget setting activities.
  • Undertake regular budget monitoring in liaison with the Finance Business Partner. Initiate and be responsible for any consequent remedial action on behalf of the Director, in conjunction with the allocated Finance Business Partner.

Planning and Organisation

  • Contribute to the planning of Boards and Committees for the Directorate, identifying interdependencies across Programmes/functions

Leadership, Management and Engagement

  • Strategic advice and support to the Directorates leadership team
  • Contribute to and support the development & delivery of the SLT, DCS away days and Town hall meetings
  • Oversight/ ensure mandatory training completed on time
  • Lead/oversee the development, planning and implementation of DCS responses and actions for the People survey.

Human Resources Management

  • Have oversight of the recruitment activity for the directorate working with directorate teams, recruitment, HR and Finance teams where appropriate

Essential

  • Significant relevant experience working in a business support role, including experience of understanding, monitoring and provision of accurate financial/budgeting data and strategic workforce planning
  • Ability to deal with complex matters and difficult situations, requiring persuasion and influence.
  • Ability to plan for long and short-term and adjust plans and resource to meet requirements
  • Analyse and use a range of relevant, credible information from internal and external sources to support decisions, communicating in the most appropriate style
  • Ability to draft briefing papers and correspondence at a senior level
  • You actively encourage and provide opportunities for others to share ideas and contributions.

Desirable

  • Experience working in a public-sector organisation
  • Experience of managing and motivating a team and reviewing performance of individuals
  • Experience of managing projects and reporting risk
  • Able to successfully operate in a politically sensitive environment.

Selection process details

STAGE 1 - APPLICATION & SIFT: 

You will be required to complete an application form and Statement of Suitability. Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section). You will also be asked to provide information within the Employer/ Activity history section of the application form. If you are successful at this stage, you will progress to an interview.

STAGE 2 INTERVIEW 

This stage will involve an interview either in-person or via MS Teams. 

As part of the process, candidates will be invited to an interview that will involve an in-depth discussion of their previous experience and professional competence. This stage will also include participation in an in-tray exercise, with full details provided prior to the interview.
