About the Department: 

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies.

The MoJ spends £7.5bn a year and manages over 1600 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majestys Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services.

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

SCOPE

Portfolio  Commercial Property

The role advertised is within the Commercial Property team within CCMD, which is there to support the MoJ and its agencies in providing suitable, safe, secure and sustainable buildings incurring a spend over £250m per annum on outsourced Facilities Management (FM) contracts to a wide range of service providers. It is not uncommon for individual contract spend to be over £50m per annum and include a wide range of complex and innovative contractual mechanisms. We also generally spend between £150-200m each financial year on a range of projects from major refurbishments and security upgrades, to lift and boiler replacements and £180m on energy and sustainability.

Scope of the Role

The role(s) will focus on supporting one of the Ministry of Justices largest and most ambitious programmes of work to date, the Property Transformation Programme. This exciting and challenging programme seeks to transform and bring the MoJ estate up to date, ensuring it is suitable for the demands of the 21st century use. It will bring together Prisons, Probation and other Arms Lengths Bodies under the same contracts to transform the delivery of Facilities Management (FM) services through modernising the estate and reducing estate running costs. The scope of the Property Transformation Programme includes MoJ Headquarter sites, over 100 prisons in England and Wales and approximately 490 Probation sites. 

FM is an organisational function which integrates people, places and processes within the built environment with the purpose of improving the quality of life and the productivity of the core business. The FM provision ensures that buildings are secure, safe, and fit for operational use and therefore comply with mandatory and statutory requirements. 

The role(s) will be an integral part of the Commercial Team to re-procure the contracts for the FM provision across the estate. With such a varied and vast estate in scope for the Programme, this is a great development opportunity, as you will work across diverse teams, gain valuable insights into the management and delivery of complex procurements, as well as experience a large-scale programme. 

Key Responsibilities: 

  • Leading and managing the end-to-end procurement process, including but not limited to: 
  • planning and delivering market engagement;
  • development of the procurement strategies;
  • supporting the development of programme business cases from a Commercial perspective;
  • development of tender documentation such as Instructions to Tender (ITT), contract terms, data room development, pricing and technical evaluation methodology;
  • developing and managing procurement timelines to ensure timely delivery;
  • identify and develop the most effective and appropriate evaluation strategies;
  • the tender response period including supplier clarifications;
  • evaluation and moderation process;
  • planning and undertaking supplier clarifications and negotiations post ITT period;
  • notifying of award and issuing finalised contracts.
  • Implementation of high value complex contracts whilst ensuring value for money options and alignment to MoJ Delivery Plan and Commercial Blueprint.
  • Providing commercial support and guidance to a range of stakeholders across the programme and the wider CCMD property team, ensuring the delivery of the Departments objectives is informed by commercial best practice.
  • Undertake all work in compliance with applicable legislation, Cabinet Office guidance & controls, MoJ policies, processes, procedures, and governance.
  • Administration of electronic sourcing and management systems to ensure all commercial decisions are evidenced, MoJ obligations around Transparency are carried out, such as contract changes and Contracts Finder updates.
  • Engage with and build relationships across a large range of internal and external stakeholders.
  • Support the wider programme/project teams, in particular the project planning team, with the project plan review and risk management activities.

Person Specification

Essential Criteria: 

  • Relevant commercial contract management &/or procurement experience with a strong understanding of the procurement lifecycle.
  • Excellent stakeholder management skills.
  • Strong collaboration skills to drive decisions and deliver on timely outcomes.
  • Ability to deliver to deadlines in a fast paced and ever-changing environment with conflicting priorities.
  • Strong written and verbal communication skills, particularly in delivering commercial advice to senior leaders.
  • Excellent level of proficiency with Microsoft Office suite of products such as Outlook, Word, Teams and Excel.
  • Strong data analysis skills and presenting data in a clear and user-friendly way.

Desirable Criteria:

  • An understanding of public sector procurement principles and legislation.
  • Experience of utilising public sector frameworks e.g. Crown Commercial Services (CCS).
  • Experience within Construction / Facilities Management / Property category environment, or similar.
  • Working knowledge of e-procurement systems such as Jaggaer and AWARD.
  • Working towards or a willingness to work towards MCIPS.
