Job summary

The Government People Group (GPG) exists to work with departments, professions, and functions to build a modern, effective Civil Service.

Our role is also to provide system leadership across central government in pulling together back office services. Collectively, we help support the Cabinet Offices priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public.

The role available sits within GPG Platforms, Data and Interoperability (PD&I) directorate. It  provides first-class platforms and services for over 400,000 civil servants, including recruitment, data analysis, skills, insight and learning solutions. We have a responsibility for the operation and modernisation of Civil Service digital and data platforms. 

You will be based within the Data and Insight team, who have developed a data platform and are the lead analytical unit in GPG. Across our newly created team we provide a range of insight and data services which drive value for a range of internal clients e.g. objective and high-quality data analytics, statistical reporting and operational research to support senior leaders. Our services enable users to understand and tackle complex problems, increase operational effectiveness and develop their organisational strategy.

Job description

As the Digital Project Manager, you will lead the delivery of the Talent Finder project - a strategic workforce management tool that enables dynamic skill matching and resource deployment across the Civil Service.

Key responsibilities include:

  • Defining and managing the project plan, budget, risks/issues, interdependencies and governance
  • Leading a multi-disciplinary project team and coordinating with internal/external stakeholders and suppliers
  • Deliver the initial proof of concept for matching the supply of demand of skills in the Civil Service, including delivering an initial proof of concept to test the proposed design of an AI-centred model. 
  • Navigate commercial arrangements, ensuring that delivery of initial activities can be achieved within existing contracts.  
  • Engage with policy teams and regulatory bodies (e.g. the Civil Service Commission) to ensure the viability of an innovative and dynamic approach to workforce management.
  • Overseeing development and implementation of the Talent Finder solution, iterating existing design as appropriate. 
  • Ensuring the delivered solution meets the core requirements around skill identification, opportunity matching, internal mobility and crisis response
  • Driving adoption by establishing change management and communications plans
  • Reporting progress to senior stakeholders and ensuring benefits realisation

Person specification

Essential:

  • Proven experience leading the full lifecycle delivery of complex technology/digital projects
  • Strong project management skills with expertise in methodologies like Agile, PRINCE2 etc.
  • Ability to manage suppliers/third parties and Software Development Lifecycles
  • Ability to navigate governance boards and deliver business case activities, 
  • Stakeholder management skills with the ability to influence across organisational levels
  • Excellent communication skills for presenting to leadership and facilitating workshops
  • Problem-solving ability to handle risks, issues and remove impediments
  • People management capabilities to build, lead and motivate high-performing teams

Desirable:

  • Some knowledge of (generative)AI capabilities and use cases
  • Experience delivering workforce management solutions or HR technology projects
  • Understanding of government HR policies, practices and frameworks
  • Professional project management certifications (PMP, PRINCE2 Practitioner etc.)
  • Public sector experience, particularly in rapidly evolving environments

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
