About the Directorate
Strategy, Governance & Climate (SGC) leads Defra’s overall strategy and plan for the natural environment. Key goals of the Directorate including delivery of the Environment Improvement Plan, increasing access to nature, restoration of peatlands, support to growth in rural areas, development of Defra’s contribution to climate mitigation, and leadership of government’s efforts to adapt to climate change.
About the Team/Division
Access, Landscapes, Peat and Soils Division (ALPS) sits within SGC playing a central role in increasing access to nature, restoring peatlands and enhancing soil quality. It has substantial programmes of work to restore degraded peatland and decontaminated soil, and enhance soil quality. These deliver contributions to Defra’s climate mitigation and other environmental goals, better health, and development opportunity.
This is an exciting opportunity for an embedded G7 economist to operate hand in hand with policy and be willing to understand and engage fully with policy issues in a proactive, constructive and dynamic way. This must be balanced by providing pragmatic evidence-based solutions/analysis/challenge.
As a G7 analyst your key responsibilities may include but are not limited to:
You must have a credible academic qualification in economics and be able to demonstrate strong knowledge and skill in economics. You must be (or have been) an economist in UK government. You must have significant experience of providing economic and evidence support to policy development, working with policy officials and other non economists.

Interview
Candidates successful at sift stage will be invited to a video assessment/interview that will consist of a blended interview of Behaviour, Experience and Technical Skills questions.
Candidates will in addition be asked to produce a presentation on the following:
Estimates suggests that there are 1,000s of ‘contaminated’ sites in the UK. Contaminated sites refer to land where substances in the ground pose a significant threat to health and the natural environment, typically arising from historic industrial activity or waste mismanagement. A government minister wishes to understand the economic case for decontaminating the land and what policy options may be available. The candidate should present for five minutes maximum on how the candidate would approach providing this advice to the minister.
This will test the candidate’s skills in applying economics methods and confronting a challenging problem.

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
Location
As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).
Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.
The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.
Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer, or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.
Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
The successful candidate is required to perform all their duties from a UK location and cannot do so from an overseas location at any time.
