Job Description

This is an exciting opportunity to influence and drive changes and improvements to many aspects of how the team works and how records are stored. We recognise that advances in technology and digital working have transformed the volume and scale of information the department creates and uses. You will develop strategic plans that lay out better ways of managing information that are fit for the 21st Century and smarter ways of working. You will need strong leadership skills to support the team through change and the challenges that come with it.

The successful candidate will be remotely based from the DRO and will therefore play a key role in providing assurance on the management of records and influencing our stakeholders, both within the MoJ and external. You will need to have a strategic awareness of the impacts of wider MoJ reform programmes on the team, drafting relevant business plans to manage these whilst ensuring service level agreements are met.  

The team provides a dedicated and expert function so a strong customer service focus is vital. The service the team provides also requires close liaison with individual prison establishments, probation offices and courts across the MoJ so the ability and expertise to build strong professional relationships on an individual and team basis is very important.

This is an interesting and stimulating role, working to develop long-term plans to move to a more digitalized records management system across the MoJ.


Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

  • Lead, direct and motivate the staff in the RMS team and set stretching and achievable targets to ensure that service level agreements are met. You will demonstrate and encourage behaviours which support the organisation’s values.
  • Adopt a flexible approach, managing team resource to adapt to changing priorities within short deadlines whilst continuing to deliver an efficient service.
  • Identify improvements in processes and procedures within the team. The successful candidate will be responsible for leading the team’s operations and this will include investigating new technology available to increase efficiencies and deliver better value for money.
  • Recruit, train and develop staff to have the skills, competencies and experience needed to deliver a high-quality service to customers. You will join a newly formed senior management team and will have the opportunity and responsibility to influence the team, draw out improvements and embed changes so that the team becomes more dynamic and innovative in its approach.
  • Manage sensitive, complex and thorough information searches of records held onsite and in offsite storage to provide a comprehensive response to requests from national police forces and independent inquiries. You will produce witness statements on behalf of the MoJ when required.
  • Review existing guidance materials to ensure that they remain current, fit for purpose and in line with the latest MoJ and HMPPS Record Retention and Disposition Schedules.
  • Take a lead in local and divisional employee engagement activities and encourage/ support staff to take part in Learning and Development opportunities to maintain good working relationships with staff and improve staff morale and motivation.
  • Carry out Senior Responsible Officer duties, taking responsibility for all Health and Safety requirements and working with MoJ Estates and the facilities management team to ensure all issues are resolved in accordance with MoJ guidelines and legislative requirements.
  • Liaise with MoJ procurement to manage local contracts for data shredding, IT arrangements, building maintenance and courier services.

Person Specification:

Essential skills:

  • Experience of delivering customer service excellence in a processing environment.
  • Demonstrable inspirational leadership with proven ability to lead and develop teams through significant change.

Desirable skills:

  • Working knowledge of Public Records Act 1958. 1967, Freedom of Information Act 2000, Data Protection Act 2018 and the General Data Protection Regulation.
  • Experience of leading a team in a digital environment, streamlining processes and delivering good quality services that provide value for money.
