Andover with regular travel to MOD main building .This role offers a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.

Job summary

The Head of Infrastructure Strategic Advice will jointly (with the military Head of Customer Support Team) develop, establish and lead the Defence Infrastructure Organisation (DIO) Strategic Planning Function. They will lead on DIOs strategic relationships with wider Government, academia and professional bodies to identify emerging challenges and solutions; provide expert professional advice to the Ministry of Defence (MOD) on the formulation of policy and priorities; and support MOD and Front-Line Commands in the formulation of Estates Strategy and future investment plans.

Key Responsibilities

  • With the Head of Customer Support Team, lead the creation of a Strategic Planning Function to provide Estates Intelligence, Strategic Advice, Demand Planning, Capability Planning, Strategy Development and Business Planning for DIO.
  • Through the establishment of the Strategic Planning Function, catalyse a mind-set change across the DIO making the organisation more proactive, collaborative and ambitious.
  • Provide Provision and coherence of Infrastructure Advice, to inform and influence Head Office policy development.
  • Provide guidance to infrastructure delivery agents across the estate through the development and promotion of infrastructure policy guidance and standards.
  • Ensure state intelligence and advice is aligned with the Customer Support Teams (CST) to support Defence Customers in their infra planning and portfolio definition.
  • Supporting the Ministry of Defence in developing and maintaining the Departments relationship with the Office of Government Property and other Government Departments and Bodies.
  • Engagement and Assurance in relation to the stewardship of the Defence Estate.
  • Leads a multi-disciplinary team of approx. 60 people in DIO and influence widely across Defence.

Person specification

The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:

  • Experienced leader with a proven ability to lead and inspire multi-functional teams, develop capability, set a clear vision; and create an engaged and motivated workforce.
  • Outstanding analytical skills, with the ability to see the big picture, get to the heart of complex issues quickly and communicate the key judgements clearly.
  • Experience of driving delivery and delivering practical outcomes.
  • Excellent stakeholder management skills at all levels with the ability to build collaborative relationships at senior levels.
  • Excellent communication and influencing skills with the ability to deploy these to influence at the highest levels and explain detailed, complex concepts and plans in a concise and clear manner.
  • Must be a qualified Chartered Engineer or Chartered Surveyor or have an equivalent professional qualification.
