Job summary

The Joint Intelligence Organisation (JIO) is seeking an outstanding candidate to lead the Science and Technology Team and address a number of the Government's most critical national security requirements. The individual should have a track record of working closely with senior customers, delivering excellence in assessment and analysis,  leading multi-department communities, and displaying strategic thinking and judgement.

You will lead the JIOs science and technology team to deliver strategic national security assessments to a number of demanding senior HMG customers. You will be required to engage across HMG to understand and refine assessment requirements, work closely with intelligence and assessment colleagues to deliver collective value, and coach, mentor and lead a small yet highly effective team of analysts.

About the JIO

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC) and the National Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

Our work covers, and goes beyond, traditional national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

The Role

This post is only open to British Citizens. Some dual nationals may be ineligible. The successful candidate must obtain Developed Vetting (DV) clearance if not already held. If your application is successful you will:

  • Oversee and lead the production of concise, timely and policy relevant all-source intelligence assessments for Ministers and senior officials in support of UK foreign, defence and national security policies.
  • Bring together and cohere intelligence and policy communities to ensure that intelligence provides maximum value to customers. Represent JIO views at cross-Government gatherings and international meetings. 
  • Develop strong working relationships across a wide range of stakeholders and partners including with academia and industry.
  • Manage a wide range of complex information and provide cover on all issues relating to the teams work. 
  • Adhere to and promote analytical standards set by the Professional Head of Intelligence Assessment, including the use of structured analytical techniques. Provide appropriate analytical rigour and challenge. 
  • Act as an organisation-wide leader from a corporate, EDI and professional perspective.
  • Be prepared to work outside of your immediate remit during periods of crisis.

You will play a broader leadership role as part of JIOs G6 cohort, proactively shaping an organisational culture which fully embraces diversity and inclusion and the benefits they bring to our organisation.

Person specification

We are seeking a lead analyst to join the JIO, leading our high performing team. The successful candidate will have a proven ability to motivate teams and communicate with clarity to seniors.

You will be able to lead a team from the front, providing clarity of direction and support. You will be able to communicate assessments in an effective manner to the most senior customers. You will encourage a culture of mutual support, having each others backs, and inclusivity.

Skills and Experience Required

The successful candidate will:

  • You will have a track record in directly and indirectly leading teams and communities in complex areas.
  • Experience in taking innovating approaches to complex tasks.
  • You will have clear communication skills and be well-practised in delivering complex information, concisely through a variety of methods.
  • You will be able to demonstrate a track record of being an effective team player. 
  • You will be experienced in building trusting and collaborative relationships on sensitive issues.
  • National security policy skills and experience of intelligence collection and analysis. 
  • You should be flexible, proactive and ready to work on issues outside of your main area, where necessary.

The following skills are essential for the role:

  • Experience working within intelligence, assessment or strategic foreign policy AND/OR a background in science, technology, maths or engineering
  • A proven track record in leading and managing a team.

The following skills are desirable for the role:

  • Experience of working in more than one discipline of: assessment, intelligence collection, policy, academia or independent research

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

Alongside your salary of £68,790, Cabinet Office contributes £18,573 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
Annual salary increases will depend upon individual performance and contribution to the organisations success. In addition there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Staff joining on promotion will adopt the modernised terms and conditions of employment which came into force in 2013.

Flexible Working: Flexible working including job-share arrangements may be considered for this role.

Leave allowances: 25 days' paid leave per annum rising to 30 days after five years' service. In addition, full-time staff receive eight public holidays and the Queens Birthday privilege day as well as competitive maternity, paternity, parental and adoption leave.

Probation: Staff new to the Civil Service will be required to serve a six month probationary period.

Location: The post will be based in Westminster, London. No relocation costs will be available.

Crisis working: As the JIO and PHIA are at the heart of national security function for the UK, there are occasionally times where we need to respond to incidents of crisis or critical importance. Staff in any role may be asked to work extended or anti-social hours with little or no notice on such occasions.

Selection process details

Selection Process

Candidates successful at the application stage will be invited to a formal interview focused on the behaviours listed on the vacancy advert, this could either be face to face/online video interview.  The interview will begin with a 5 mins verbal presentation prepared by the candidate and the topic will be given closer to interview date.  Candidates will be assessed on Technical Skills (See PHIA Professional Development Framework, attached) as part of a written test exercise. Candidates will be invited for a 45 minute in person interview along with a 2 hour 15 minute in person written Assessment test on the same day. Candidates need to be aware that they must be available to attend the interview/assessmment in person.
