Teacher Services is a cross cutting division.

We belong to Schools Group and sit within the Teacher Workforce Directorates (TWD) dedicated to making a difference for teachers, candidates, trainees and tutors. We support digital services across multiple divisions within the two Teacher Workforce Directorates of:  

  • Candidates, Trainees, Strategy, Portfolio and Analysis (CaTSPA)  
  • Teachers and Tutors (TaT)   

We are an empowered, multidisciplinary team with a passion for delivering digital services to provide more great teachers. We have strategic oversight over the whole digital teaching journey from attraction to continued professional development. We focus on how digital services, combined with bold policy making, can solve problems in teacher recruitment, retention, professional development, and more.

Job description

Were looking for a Programme Delivery Manager to join our community of digital specialists in Teacher Services, which delivers more great teachers, and saves schools and the DfE money. 

Weve been on a digital journey since 2019 and are continuing to drive transformational change in the education sector. Weve got a broad portfolio tackling a wide range of problems with policy colleagues. Some of these include: 

  • How might we recruit and retain more great teachers?
  • How can we ensure that teachers and leaders receive the right professional development, and at the right time?
  • How best can we leverage data to predict the impact of new policies on schools and children?

Youll work on one or more of these questions, managing teams throughout the product life-cycle. Youll work closely with User-Centred Design and Product Leads, Principle Technical Architects and Developers, Policy Designers and the Service Owner to set direction for the portfolio or programme. Youll also be joining friendly, motivated and multidisciplinary teams who are passionate about the work they do and are committed to delivering exemplary services for their users.

Person specification

As a Programme Delivery Manager, you will: 

  • Lead and motivate multiple multi-disciplinary teams, helping them organise and plan their work, ensuring they make progress, meet the government service standard and create services that actually meet users needs.
  • Ensure teams clearly communicate their approach, plans and learning.
  • Provide information and structures that support effective governance.
  • Identify what people, skills and resources the teams need to deliver to the agreed goals.
  • Identify, communicate, and manage risks, issues, dependencies and blockers.
  • Manage stakeholders to ensure good relations and effective communication.
  • Actively participate in the Digital community, learning, sharing and applying skills and knowledge to improve.

Essential criteria: 

  • Significant track record of successfully delivering digital projects or products, leading, planning, coordinating and motivating empowered multi-site/multi-department teams through the full product lifecycle.
  • Excellent stakeholder management skills to be able to mediate and communicate with stakeholders at all levels and between organisational, technical and political boundaries
  • Experience of managing people, teams, and other environmental factors to resolve and manage impediments, blockers and risks
  • Experience of providing support and constructive feedback as they move through the lifecycle phases.
  • Have an in-depth knowledge of agile and lean methodologies and how they help deliver products and services at scale.
  • Be able to quickly get up to speed with product, policy and political contexts, in order to create a positive environment for delivery.
  • Good experience of workforce management, recruitment, commercial, financial management and governance activities, and processes.

Desirable criteria will only be assessed in the event of a tie break situation at interview stage to make an informed decision. 

Desirable Criteria: 

  • Experience of prioritising spending based on return on investment (ROI) and strategic intent: this may include contract ownership and accountability for realisation of benefits.
  • Strong track record of overcoming operational constraints to deliver a successful product or service and working closely with other operational delivery teams.
  • Flexible working options, such as job sharing, term-time working, flexitime and compressed hours.
  • Professional development opportunities to support education and lifelong learning which are tailored to your role.

Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances, but must be agreed with the line manager and in line with the requirements of the role. Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Stage 1: Application

Stage 2: Sift

At sift stage, your application will be assessed by the interview panel who will review your Experience. This will be scored holistically by assessing your CV and personal statement together on how well your experience meets the essential criteria.

Candidates successful at sift stage will be invited to an interview.

Stage 3: Interview:

You will be interviewed by a panel which will last for approximately 60 minutes. The panel will ask you questions focusing on your Experience and how well you are able to demonstrate your suitability for the role in alignment to the essential criteria.

If invited to interview, you will also be required to complete a short task beforehand and present your findings back to the panel. The details of this task will be communicated at a later stage of the recruitment process.

Interviews will held virtually via Microsoft Teams. Please make sure you have access to this software and have your camera turned on during your interview in the event of the interview being virtual.

Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
