Job summary

WFD are now looking for an experience Programme Manager to support our Centre of Expertise on elections and democratic governance.


About the FCDO Centre of Expertise

Democratic governance is facing an historic challenge as autocratic trends undermine the hard-won global gains of the 20th century. Reversing this downward trend in global democracy requires new approaches and more ambitious efforts across Government and around the world. In response to this the Foreign, Commonwealth and Development Office (FCDO) in partnership with WFD has established a Centre of Expertise (CoE) to serve as an authoritative source of expertise, insightful informational resources, analysis, evidence, and advice on what works to respond to these challenges and support democratic governance around the world.

​The new Centre of Expertise team will manage all aspects of the programme, including sharing our expertise, accumulated knowledge and evidence on elections and democratic governance with a network of partners and collaborators who work in this area.

Job description

Programme Manager -  Centre of Expertise

  • Contract details: Fixed Term From April 2024 To 31 March 2026, with possibility of extension

The Programme Manager will work under the guidance of the Head of the Centre of Expertise to support the delivery of WFDs role in the Centre of Expertise, leading on the procurement, contracting, monitoring and management of WFD Experts. 

They will play an important and vital role within the team. The Programme Manager will be responsible for directly responding to requests from the Foreign Commonwealth and Development Office (FCDO) posts for expertise in democratic governance and for managing the deployment of experts where in-country visits are part of the terms of reference.

Person specification

About You

To be successful in this position, you will be an experienced Programme Manager with specific experience and skills in the following areas.

Strong Programme Management experience and skills: At least five years proven track record in programme management, procurement, or contracts administration in the international development sector.

  • Previous experience working with the FCDO or on an FCDO-funded programme.
  • Confidence in drafting and negotiating contracts.
  • Good understanding of business processes including the outsource of procured services.
  • Experience of implementing or strengthening processes to improve efficiency.
  • Experience of and strong abilities in financial administration.
  • Experience of working and supporting teams working remotely and cross-collaboration between multiple departments.
  • Excellent time management, including ability to prioritise tasks and working to deadlines.
  • Strong interpersonal skills and the ability to foster good working relationships.
  • Well-developed oral and written communication skills.
  • Excellent technical knowledge of Microsoft 365 Platform.
