Job summary

The Department Business and Trade (DBT) is the department responsible for UK trade across the world and pursuing trade opportunities available to the UK. Working in DBT you will have the opportunity to shape the UKs international trade agenda for years to come, in line with the priorities of the government.  

We are recruiting for a Rules of Origin Trade Policy Team Leader in the Trade Policy Implementation and Negotiations Group (TPIN). Here we work at the cutting edge of shaping the UKs approach to trade policy and trade negotiations.  

Rules of origin concerns the treatment of goods and where goods originate from. It is a technically challenging policy area that demands a wider understanding of strategic trade policy issues, including existing and future supply chains. The role will focus on developing and leading rules of origin trade policy this could cover bilateral negotiations, multilateral work, cross-cutting policy, and implementing the commitments in the wide range of existing FTAs that the UK has in place.  

The precise portfolio will be subject to the successful candidates skills and experience and the priorities of ministers the role therefore may adapt to respond to these priorities as they evolve. The candidate will be based in the Trade in Goods Team, in the Trade Policy, Implementation and Negotiations Directorate. This is an exciting and stimulating area to work on, with significant interest from stakeholders and across government departments and key interactions with foreign policy objectives.

Job description

The key accountabilities of the role are: 

Policy Development The successful candidate will work with colleagues to consider various aspects of our trading relationship and develop policy and negotiation positions. They will make recommendations on the action required in the UKs best interest and government priorities drawing on input from analysts, legal, DBT policy teams and technical experts, other government departments (OGDs) and Overseas Posts to find the best course of action and make recommendations to Ministers and SCS. 

International Engagement Carry out substantial engagement with international counterparts. We need the successful candidate to be able to both independently lead UK representation and support Ministers and senior officials. 

Cross-Government Working The role involves significant liaison and collaboration with colleagues from across relevant DBT teams and OGDs to develop and evolve UK policy positions. The successful candidate will need to establish trusting and productive working relationships to support their work. 

Strategic Approach Take a strategic view when completing technical work and analysis to ensure the policy development process takes account of the UKs wider trading and political relationship with other international partners; the broader bilateral economic relationship; domestic priorities. 

Leadership Playing a key role in the leadership of the team to contribute to a positive working atmosphere for all. The role will include some line management and will require the candidate to work in a flexible way to help us manage a changing policy environment. 

Programme Management Efficient management of the candidates overall work and that of their team is necessary to ensure effective use of limited resource. 

The team puts a premium on learning and development and would encourage the successful candidate to regularly consider how they can develop and improve. The team supports each other in doing this and encourages innovation.

Person specification

Essential Criteria  

The successful candidate must have experience in developing policy or working in a policy-facing role. 

Confident written and oral communication skills with the ability to effectively communicate with colleagues and external stakeholders at all levels. 

Desirable Criteria  

Experience in the following would be an advantage: 

  • Knowledge and expertise in trade policy, in particular in areas relevant to trade in goods, and ideally rules of origin; 
  • Working with and coordinating decision-making across a varied range of stakeholders with diverse views; 
  • Familiarity working with trade data to support evidence-based policy making; 
  • Working in an international context. 

Personal Attributes & Skills 

We are looking for a candidate who is conscientious, hard-working and reliable; a team player to help us maintain and improve our inclusive and diverse team environment.  

They will be an excellent communicator and able to build strong relationships with internal and external stakeholders. They will be able to work across Government to help shape, support and deliver a high-profile Government objective. 

They will be adaptable, and able to respond to changing priorities in a pragmatic and flexible way. 

The successful candidate will need to work with complex concepts in a technical policy area and be comfortable working with large datasets, whilst also able to operate strategically and creatively and develop negotiating strategies that align with wider DIT priorities.

You will have a strong interest in your personal development and will aim to make use of DBTs extensive learning offer and the International Trade Profession.

Selection process details

Location and working arrangements 

This role is available in seven UK locations and can only be worked from within the UK, not overseas. Travel to your primary office location will not be paid for by DBT, but costs for travel to an office which is not your main location will be covered.
