Job summary

We are excited to announce the recruitment of two graduate scientific positions within the Healthcare Associated Infection, Fungal, Antimicrobial Resistance, Antimicrobial Utilisation & Sepsis Division (Clinical & Public Health group) at the UK Health Security Agency (UKHSA). The mission of the division is to protect people from healthcare-associated and antimicrobial resistant infections, through world-leading public health microbiology, outbreak response, surveillance, antimicrobial stewardship, modelling, research and interventions.

Scientific Programme Officer (ESPAUR) position:

In this role you will be supporting the UKHSA English Surveillance Programme in Antimicrobial Usage and Resistance (ESPAUR) in facilitating the Programmes strategic and scientific activities.  The ESPAUR Scientific Programme Officer is responsible for providing high quality support in the day to day running of the ESPAUR Programme.

Scientific Programme Officer (AMR) position:

In this role you will be supporting the UKHSA Antimicrobial Resistance (AMR) Programme in facilitating the Programmes strategic and scientific activities. The AMR Programme Officer is responsible for providing high quality support in the day to day running of the AMR Programme Office.

These roles are based at: 10 South Colonnade, Canary Wharf, London E14 5EA.

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's Canary Wharf location. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Job description

Both roles hold similar responsibilities, noting that each will take a focus on either ESPAUR Programme Office or the AMR Programme Office.

  • As part of the ESPAUR/AMR Programme Office that supports the SRO, the post holder is responsible for designing, establishing and maintaining communications between workstreams and projects of the programme; interfaces between the programme and other business systems; and managing and providing information about programme documentation.
  • Updating and maintaining the ESPAUR/AMR Programme plan, and risk and issues registers, producing reports on progress against deliverables as required by the ESPAUR/AMR Programme Manager for use by senior management including the Chief Executive and Directors, Parliamentary Office and the Department of Health and Social Care.

  • To actively manage the ESPAUR/AMR Programme email inbox through a triage system and ensure that appropriate responses to all correspondence and briefing requests are made within an agreed timescale. For Parliamentary Queries (PQs) and external consultations this will also include coordinating UKHSAs response and ensuring appropriate clearance all via the primary Programme Team mailbox HCAI that is responsible for this for the Division.
  • Developing, maintaining and updating protocols, procedures and guidance notes for ESPAUR/AMR programme activities and monitoring/evaluating their use. Support colleagues within the programme by developing, documenting and maintaining standard operational procedures relating to programme and business functions, ensuring procedures are accurate and up to date.

Person specification

Essential

  • Educated to degree level in science or health related subject or equivalent level of experience of working at a similar level in specialist area
  • Educated to masters degree level or equivalent in a Health-related subject, e.g. Public Health, Epidemiology, Microbiology
  • Experience of managing priorities in a diverse and dynamic organisation and of conducting work both unsupervised and as part of a team.

  • Appreciation and understanding of the public health / public sector and awareness of international and global AMR issues.
  • Experience in communications and stakeholder management
  • Knowledge of programme management and/or health information systems development
  • Previous experience in similar role in public sector and with UK government departments
  • Works well with others, is positive and helpful, listens, involves, respects and learns from the contribution of others
  • Actively develops themselves, including a commitment to continuing professional development, and supports others to do the same
  • Clear communicator with excellent writing, in particular scientific report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences, showing attention to detail combined with the ability to extract key messages from complex scientific analysis
  • Problem solving skills and ability to respond to sudden unexpected demands, taking decisions on difficult and contentious issues where they may be a number of courses of action.
  • High level of IT literacy in MS Office software packages Knowledge and use of Microsoft SharePoint

Selection process details

STAGE 1 - APPLICATION & SIFT: 

You will be required to complete an application form and Statement of Suitability. Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section). You will also be asked to provide information within the Employer/ Activity history section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.  

If you are successful at this stage, you will progress to an interview. 

STAGE 2 INTERVIEW 

This stage will involve a remote interview.   

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.  Candidates will also be asked to participate in a session where they will be required to prepare and deliver a 5-minute presentation to the panel.  This will be followed by a question-and-answer segment.  The presentation will be designed to assess each candidates experience in line with the requirements of the role.  Full details will be provided prior to the interview.
