Job summary

Role Overview

The COHMT commercial team has recently undergone a change to its operating model and is now organised into spend category teams which are supplemented by business partners and embedded commercial teams in specialist areas and programmes. The directorate is supported by a central team responsible for the overall strategy and enabling functions.  

You will support the Head of Strategy, Performance & CCS Ops to enable continuous improvement in commercial practices and adherence with Government Commercial Standards, helping the directorate realise its vision to be a top performing commercial function in government. You will also support specific centres of excellence as defined by the Head of Strategy & Performance. These could cover contract management, governance and category management.

The team works in partnership with all areas of the business, providing a commercial service that covers planning, commercial strategy, sourcing and contract management on circa £1bn of third party spend.

We are looking for a Senior Strategy & Performance Manager to join our team, who will be instrumental in the development and implementation of a wide range of strategic projects across the directorate and wider departments to transform the commercial service to the departments.

Key Responsibilities

  • Provide strategic support to senior commercial staff for transformation programmes and projects;
  • Work as directed by the Head of Strategy, Performance & CCS Ops to enable continual improvement and commercial capability development across the business unit and wider department;
  • Own and deliver discrete projects for functional improvement, including owning and championing specific policy areas for the department;
  • Assist in the review of transformation proposals and progress, providing advice and support to directorate staff in progressing their change initiatives through development and approvals;
  • Support in shaping engagement strategies for directorate staff, the wider departments and the Government Commercial Function to effect system, process, capability and cultural change;
  • Develop management reports and provide input into other requests for information as required;
  • Support senior colleagues in raising awareness and understanding of commercial transformation in a wider departmental and functional context.

 

 

Person specification

Essential Criteria

  • Experience both leading and assuring strategic projects, including internal policy development and process improvement initiatives
  • Experience working in a corporate services / business operations environment in the commercial sector, preferably in a central government department
  • Strong stakeholder engagement, able to credibly influence outcomes via senior management / leadership teams
  • Excellent verbal and written communication skills, as well as experience advising on strategic team communications and messaging to effect cultural change
  • Confident, proactive and forward thinking
  • Experience of delivering against multiple priorities and meeting deadlines
  • Good IT skills eg Microsoft Office / 365 or Google Suite / Workspace

Desirable Criteria

  • Knowledge of central government departments internal resource policies, processes and constraints
  • Experience working on teams across multiple organisations.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
