Job summary

Never has there been a more important time for trees and forests to help tackle the climate emergency and provide a much-needed sanctuary for people and wildlife. We aim to at least treble tree planting rates in England by the end of this Parliament, reflecting Englands contribution to meeting the UKs overall target of planting 30,000 hectares per year by the end of this Parliament. This acceleration in current planting rates in England will contribute to meeting the net-zero by 2050 ambitions, and to governments wider environmental targets. The Department for the Environment, Food & Rural Affairs (Defra) and the Forestry Commission have set up a joint Nature for Climate Fund (NCF) Programme for England to support the forestry sector, landowners and communities in the delivery of these ambitions.

Forest Services as part of Forestry Commission are the Governments forestry experts. We advise nationally and locally on how to unlock the full potential of woodlands and support the forestry sector to protect, improve and expand Englands valuable woodland assets, ensuring that they continue to provide benefits to people, the environment and the economy.

Job description

To lead the development of grants, delivered by the Forestry Commission, to support woodland creation as part of the England Tree Planting Programme.

Purpose of the Job

You will:

  • work to the Head of Incentives Development and Compliance, leading on the development of grants to increase woodland creation
  • Coordinate your work with the other Woodland Creation Incentives Team Manager to ensure the effective management of your team, ensuring its wellbeing as well as the delivery of project work
  • work with subject matter experts to ensure the grants comply with government grant standards and that they are effective in supporting the delivery of policy aims and England Trees Action plan
  • present and listen to feedback from stakeholders to ensure the grants are designed to maximise uptake
  • manage a team, prioritising workloads to deliver at pace and lead the team to support the work of the Operational Delivery and Area Teams to ensure the effective delivery of grants for tree planting and woodland creation

Key work areas

  • Lead the detailed design of improvements to woodland creation grants delivered by the Forestry Commission and support their operational implementation
  • Lead a team of Incentives Development Managers and Project Officers, identifying, recruiting and managing resources where needed
  • Line manage two Incentives Development Managers and act as confirming officer for up to five Project Officers
  • Engage with Defra to support the wider work of the Programme, keep in-touch with policy delivery and adhere to the Programmes change control protocol
  • Seek input from stakeholders to ensure grant offers are designed to drive uptake
  • Work with Compliance leads to ensure grants are compliant with government grant standards
  • Undertake final approval checks and the risk assessments for high value grant awards
  • Work closely with regulations colleagues to ensure appropriate regulation of the planting proposals set out in grant applications and ensure they align with the UK Forestry Standard and ensure the grant and regulatory processes work together
  • Work closely with IT development colleagues on the development of a grant system(s), ensuring it meets business management and reporting needs

Person specification

ESSENTIAL

With experience of working in or with the land management sector or grant delivery and a good working knowledge of the UK Forestry Standard, you will have:

  • Experience of developing/managing complex and multiple grant projects (in the land management sector)
  • Excellent project management skills
  • Excellent people management skills
  • Experience of working with multiple internal and external stakeholders
  • Excellent communication skills, including the proven ability to negotiate and influence
  • Ability to deliver at pace

DESIRABLE

  • Experience of designing and running grant programmes and associated processes
  • A sound understanding of the challenges faced by the land management sector
  • A robust forestry knowledge

Selection process details

As part of the application process, you will complete the following:

1. A tailored CV setting out your career history, with key responsibilities and achievements. Please ensure you have provided reasons for any gaps within the last two years.

2. A Personal Statement in no more than 750 words please provide details of how you meet the criteria of the person specification.

3. You will also be asked to provide 250-word statements relating to the Behaviours being assessed.

Should a large number of applications be received, an initial sift may be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
